More troops to Samar, Negros, Bicol not prelude to nationwide Martial Law: defense chief

The deployment of additional military and police force to Samar, Negros Oriental and Occidental, and Bicol Region under Memorandum Order 32 is not a prelude to Martial Law, National Defense Secretary Delfin Lorenzana said.

“Si Sison, gumagawa lang ng storya yan para mapansin siya. Wala na kasing pumapansin eh. Mula nang matigil peace talks sa Norway naging irrelevant na yan. So ngawa-ngawa siya dyan para mapansin siya ng gobyerno,” Lorenzana said in response to the accusation of communist leader Jose Maria Sison that Memorandum Order 32 is prelude to nationwide Martial Law.

“Sison himself, may video kaming nakuha na sabi niya na ang No. 1 objective of the CPP-NDF is still the armed struggle, na: We will use all strategy to pursue this armed struggle including peace talks,” he added.


Memorandum Order 32, signed by Executive Secretary Salvador Medialdea, states “there is a need to reinforce the directive of the President in order (Proclamation No. 55, s.2016, declaring state of national emergency on account of lawless violence in Mindanao) to prevent further loss of innocent lives and destruction of property and bring the whole country back to a state of complete normalcy as quick as possible.”
