President Rodrigo Duterte said that the current rank classification system in the Philippine National Police (PNP) is confusing. “Nawawala ako diyan sa SP, SP na ‘yan eh. Tanggalin na ninyo ‘yan. Sinong nag-imbento niyang y*** na ‘yan? Talaga I cannot relate,” President Duterte said during the oath taking ceremony of newly promoted uniformed personnel of the PNP, Bureau of Fire Protection, Bureau of Jail Management and Penology, and Philippine Coast Guard.
“It’s too confusing to the public actually,” he said. “Hindi ko talaga makuha. I cannot relate to the words of the present ranking titles that you have.”
“I suppose that you should go back to police constable, police patrolman – mas madali pakinggan – police general, police colonel,” he said.
The House of Representatives, voting 166-6-0 on May 15, 2018, passed on final reading House Bill No. 5236 providing for the Rank Classification in the Philippine National Police. The bill was transmitted to Senate on May 17.
This proposed measure seeks to amend Section 28 of Republic Act No. 6975 also known as the Department of Interior and Local Government Act of 1990.
Under RA 6975, Section 28, PNP officers are ranked as: Director General, Deputy Director General, Director, Chief Superintendent, Senior Superintendent, Superintendent, Chief Inspector, Senior Inspector, Inspector, Senior Police Officer IV, Senior Police Officer III, Senior Police Officer II, Senior Police Officer I, Police Officer III, Police Officer II, Police Officer I.
Under the proposed amendment, PNP officers will be ranked as: Police General, Police Lieutenant General, Police Major General, Police Brigadier General, Police Colonel, Police Lieutenant Colonel, Police Major, Police Captain, Police Lieutenant, Police Master Sergeant, Police Technical Sergeant, Police Staff Sergeant, Police Sergeant, Police Corporal, Patrolman First Class, Patrolman.
