Senate tackles proposed Special Defense Economic Zone

Senate Economic Affairs committee joint with committees on National Defense and Security; Ways and Means; and Finance today tackled House Bill 6525 which seeks to establish a Special Defense Economic Zone (SpeDEZ) within the Government Arsenal (GA) defense industrial estate in Camp General Antonio Luna in Limay, Bataan.

The House of Representatives voting 206-0 on November 27, 2017 approved House Bill 6525 on third and final reading. The proposed law also seeks to create SpeDEZ Authority.

“This progressive measure is a first for our country and in the Southeast Asian region. The establishment and creation of a special economic defense zone is a necessary undertaking, timely, and earnest patriotic effort to synergise government and private enterprises, domestic and international to have a globally competitive centralized government sanctioned arms industry that produces conventional weapons and equipment for domestic use and export,” Bataan 2nd District Representative Jose Enrique Garcia lll said during the Senate hearing of the said bill. Garcia is the bill’s principal author.

He added that having a special economic zone for defense will bolster the country’s capability, competence, and proficiency in the field of arms research, development, and manufacturing.

He said that it will also help the Armed Forces of the Philippines (AFP) modernization program and to develop a self reliant and credible strategic armed forces.

The special economic zone is also being proposed to be called Advanced Security Technologies Park with the authority as Advanced Security Technologies Park Authority.

The special economic zone for defense in in Limay, Bataan is also being tackled through the Philippine Economic Zone Authority (PEZA).
