President Duterte approves priority Horizon 2 AFP modernization projects: MaxDefense

President Rodrigo Duterte has approved the Priority Project List for the Horizon 2 of Revised Armed Forces of the Philippines (AFP) Modernization Program worth approximately PHP288.8 billion, MaxDefense Philippines confirmed today.

MaxDefense said the confirmation was from at least 3 “sources that matter”.

“So far we are only talking about the Priority Projects of Horizon 2. If the government succeeds in generating more funding for the AFP Modernization Program beyond the Php288.8 billion, the AFP may have the chance to implement the so-called “2nd List of Horizon 2″ which are projects that the AFP has given 2nd priority for implementation,” MaxDefense said.

Moreover, the Department of Budget and Management (DBM) today approve a Special Allotment Release Order (SARO) for Department of National Defense (DND) worth PHP7,096,008,488.00 for the Horizon 2 of Revised AFP Modernization Program.

SARO is an authorization issued by DBM to an agency allowing to incur obligation for specified amount contained in a legislative appropriation.

However, the SARO listing did not list what Horizon 2 projects will be funded. The said SARO is numbered SARO-BMB-D-18-0013736.

DBM only listed that fund will cover various projects under Horizon 2 of the Revised AFP Modernization Program.
