National Defense Secretary Delfin Lorenzana said on December 20 that in 2019 the Armed Forces of the Philippines (AFP) has 35 billion pesos for it modernization program which is currently in its second phase.
“The government has allocated P25 billion,excluding ‘yung kikitain natin sa BCDA which is at P10 million. ‘Yung P35 billion ang ating gagamitin next year. We have to live with that, kasi nga napakahirap mag-procure eh,” Secretary Lorenzana said as quoted by GMA News Online.
He said that the Department of National Defense (DND)-AFP submitted around PHP292 billion worth of wishlist for the five-year Horizon 2 of AFP Modernization Program.
“Pero wish list lang namin yun,” he noted. “‘Yung PHP35 billion ang ating gagamitin next year. We have to live with that, kasi nga napakahirap mag-procure eh.”
“The process is too tedious, Ngayon, ‘yung ating budgeting system na in-introduce ni [Budget] Secretary Diokno is only one year. Dapat ubusin mo talaga nang one year ‘yan. Otherwise, mawawala sa iyo eh. So we will find out how we will be able to use up the P25 billion and the P10 billion from BCDA,” he explained.
He explained that procurement process for big ticket items like helicopters, ships, and other capital items take more time compared to procurement of firearms, force protection equipment, and other small ticket items.
