MRT-3 system rehabilitation using Japanese know-how, tech completed by 2021

The Department of Transportation (DOTr) is expecting the completion of Metro Rail Transit-3 (MRT-3) system rehabilitation after 26 months from the signing of notes for the PHP17.79 billion loan facility intended for said rehabilitation.

“Inaasahan nating matatapos by the 26th month, so mula January 2019, magre-rehab ‘yan buong 2019-2020 at hanggang sa 1st quarter ng 2021 at doon matatapos ang kabuuang rehabilitation,” DOTr Undersecretary for Railways Timothy John Batan said in an interview with dzBb.

The exchange of notes was held on November 7 led by Foreign Affairs Secretary Teodoro Locsin Jr. and Japanese Ambassador to the Philippines Koji Haneda at the Department of Foreign Affairs (DFA) in Pasay City.

“MRT-3, an elevated railway along EDSA, one of the busiest trunk roads in Metro Manila, currently suffers from deteriorating track and trains caused by poor maintenance, resulting in the decline of its transport capacity and increased frequency of operation troubles,” the Japanese Embassy said.

“With this project, the line is to be rehabilitated drastically to improve its safety, comfort and speed utilizing Japanese knowledge and technology,” it added.

According to DFA, the rehabilitation project on the MRT-3 involves the complete rehabilitation of MRT-3 to restore its design capacity and reliability, the general overhaul of MRT-3’s entire fleet of 72 Light Rail Vehicles and day-to-day maintenance.

“The approximately P17.79 billion loan facility will be used to cover the railway line’s trains, power supply system, overhead catenary system, radio system, CCTV system, public address system, signaling system, rail tracks, road rail vehicles, depot equipment, elevators and escalators, and other station-building equipment,” the DFA said.
