The house bill on the Philippine Coast Guard (PCG)’s establishment of its own academy was finally filed in the first regular session of the House of Representatives last 27 August 2019.
The House Bill Number 4161 entitled as “An Act to Establish the PCG Academy, Appropriating Funds therefore and for Other Purposes” is sponsored by Honorable Yedda Marie K. Romualdez, Tingog Partylist Representative and Honorable Ferdinand Martin G. Romualdez, House Majority Leader and Leyte First District Representative.
This bill seeks the establishment of the Coast Guard’s very own academy akin to other service academies such as the Philippine Military Academy and the Philippine National Police Academy as the primary source of its commissioned officers who are principally educated and trained in maritime law enforcement and administration.
Prior to the filing of this bill, the PCG initiated in proposing a draft bill for the establishment of the PCG Academy to Honorable Yedda Marie K. Romualdez, then Leyte First District Representative wherein the good congresswoman enthusiastically expressed her strong support to sponsor the bill in the House of Representatives.
With the affirmation of Honorable Yedda Marie K. Romualdez, the PCG Commandant, Admiral Elson E Hermogino PCG, then immediately ordered the creation of the PCG Academy Steering Committee and Technical Working Group composed of PCG officers and legal officers headed by Captain Rudyard M Somera PCG(MNSA), CESE to thoroughly review and work on the draft bill and to provide the documents and other materials needed to support the processing of the bill into law.
The Steering Committee and Technical Working Group paid a courtesy call to Honorable Yedda Marie K. Romualdez last 28 May 2018 and discussed the proposed draft bill. Since then, series of meetings, workshops, consultations and exhaustive discussions were conducted by the Steering Committee and Technical Working Group.
Gaining a strong support for the establishment of the academy from Department of National Defense Secretary Delfin N Lorenzana, during his visit to PCG as the guest of honor and speaker for the turn-over ceremony of the newly procured PCG assets, and also from the Department of Transportation Secretary Arthur P Tugade, the PCG submitted its final proposal bill to Honorable Yedda Marie K. Romualdez, now Tingog Partylist Representative on August 2019.
In light of this endeavor, the PCG headed by its Commandant, Admiral Elson E Hermogino PCG sincerely extends its utmost gratitude and appreciation for the said representatives for their strong support to the PCG in sponsoring the house bill.
