The Department of Transportation (DOTr) Railways Sector and Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) have conducted a public hearing for the Philippine National Railways (PNR) Clark Phase 2 which will cover Malolos, Bulacan to Clark.
“The public hearing in Bamban, Tarlac is a requirement for securing the Environmental Compliance Certificate (ECC) for infrastructure projects,” DOTr said.
The PNR Clark Phase 2 is a 70-km railway that will link Malolos, Bulacan to Clark International Airport and New Clark City.
DOTr said it is part of the Luzon Railway Masterplan and will directly connect to the PNR Clark Phase I.
PNR Clark Phase I is a 38-kilometer segment from Tutuban, Manila to Malolos, Bulacan. The government is eyeing Tutuban-Malolos segment to be operational in 2020-2021. PNR Clark Phase 2 is expected to be operational by 2022.
Phase 1 is being finance through Japanese Official Development Assistance (ODA) loan.
Phase 2 is will be co-financed by Japan and the Asian Development Bank (ADB).
