“Alam mo Justice Carpio napaka-istupido mo that is why hanggang diyan ka lang talaga,” President Rodrigo Duterte said during the 122nd anniversary celebration of Presidential Security Group (PSG) at the PSG Grandstand of Malacañang Park in Manila, June 26.
President Duterte was referring to Supreme Court Senior Associate Justice Antonio Carpio.
“He’s from Davao. Basta noon pa hindi ako bilib dyan sa buang na ‘yan. Walang rhyme or reason,” Duterte added. “Pati itong mga senador sa opposition.”
“Alam mo, gusto talaga nila ng gulo. Kasi sabi ko, kasi nagtanong sila (media): Will you allow the Chinese to fish? Sabi ko: Of course. ‘Yan ang pinagusapan namin noon. And that was we were allowed to fish again [in Scarborough Shoal]. It was a mutual agreement,” President Duterte said.
“Ngayon, sabi nila: You have to ban China, iprohibit mo. Kung i-prohibit ko, how do I enforce my desire? Takot nga ang Amerika ayaw nga mag-confront tapos ako pa ang ipusta nila. Gusto talaga nila mapasubo ako.”
“So gusto nila pumunta ako duon, dalhin ko ung [Navy]. [They are asking] bakit gyera lang ang [solusyon]? Talagang gyera ‘yan, ‘pag pinuntahan mo duon at, alang-alang magdala ako duon ng Bureau of Fisheries at dalawang bangka tapos sabihin ko itulak mo sila. Anything that would force anybody to act contrary to his will is always offensive,” Duterte said.
He said the only way to stop Chinese fishermen from fishing in West Philippine Sea is by using “teeth”. “I am not willing to sacrifice any soldier or policeman to die na walang kalaban-laban,” he said.
Justice Carpio, in a statement released June 25, said that “the Philippine Government cannot allow Chinese fishermen to fish in Philippine Exclusive Economic Zone (EEZ) in the West Philippine Sea because it will violate the Constitution.”
“The Commander-in-Chief of the Armed Forces is the President, who has the constitutional duty to direct the Armed Forces to protect the nation’s marine wealth in its Exclusive Economic Zone,” Justice Carpio noted.
