Dela Rosa to Alejano: Hindi ka kasi pulis

“Congressman Alejano, I am very sorry to tell you na hindi mo alam ‘yung pattern dahil you are a Navy officer, hindi ka pulis,” Philippine National Police (PNP) chief Director General Ronald dela Rosa said at the 2018 Philippine Military Academy Alumni Homecoming on February 17.

This was stated by the PNP chief after Magdalo Partylist Representative Gary Alejano released some observations regarding operations against illegal drugs.

According to presentation released by Congressman Alejano, most operations occurred between 12am and 5:59am, and 6pm and 11:59pm. Also pointed out was most of drug suspects apprehended with firearms used caliber .38 and guns with unspecified or altered serial numbers.

“Kung pulis ka sana alam mo na ‘yung transaction ng droga nangyayari sa gabi. ‘Pag umaga lahat ng addict, mga pusher tulog ‘yan,” General dela Rosa said. “‘Pag gabi, medyo madilim na, dahan-dahan ‘yan gigising at diyan ‘yan nakakatransact ng drugs. Kaya lahat ng buy bust operation karamihan nangyayari sa gabi.”

“If you are a criminal gusto mo ba gumamit ng baril na may lisensya na may serial number na ma-trace sayo o sa kaninumang tao na madadamay sa ginawa mong krimen? It will go back to you,” the PNP chief said. “So gagamit ka ng unlicensed firearm – and .38, yes dahil ang .38 ang pinaka-easily available in the underground market,” he added.

In response, Congressman Alejano said “I am not speaking as a Navy Marine officer but as a legislator.”

“Thus, having oversight functions, it is my mandate to ensure that different agencies of government are doing their job according to the budget allocated to them. Further, it is also my duty to check and balance the actions of the administration, especially now when PNP and other concerned agencies are withholding vital information on the matter. Even an ordinary Filipino has a duty to know and demand accountability from the government. One does not have to be a police,” he explained.

“The observations that I shared to the public regarding police anti-illegal drugs operations that resulted to deaths were based on empirical data culled from the spot reports provided by PNP itself and were not plucked out of thin air. The intention is to review the implementation of the main policy of this administration in order to address its flaws and shortcomings which have already resulted to tens of thousands of deaths,” he added.
