The Commission on Audit (COA), in its annual report on Armed Forces of the Philippines (AFP) General Headquarters for 2017, observed that PHP3.859 billion allotment was not utilized.
78.43 percent of the unutilized allotment or PHP3.027 billion is from AFP Modernization Fund.
Of the PHP3.027 billion, COA noted that PHP2.553 billion pertains to the programmed projects not implemented since procurement activities are still on-going at the end of 2017. The remaining were either residual or savings.
AFP Civil Engineering Acquisition Project under AFP Modernization Fund with allotment of 1,559,952,364.00 was obligated in January 2018.
COA also observed that Calamity Fund worth PHP750 Million, Pension Fund worth P69.870 Million and PHP12.310 Million for the Contingent and Other Funds were not utilized.
“This hinders the attainment of the goals of the Agency, and its accomplishment is not within the targeted budget for programs/activities,” COA said.
“We recommended and Management agreed that programs, projects and activities to be undertaken must be properly planned to ensure the attainment of the goals of the Agency and that its accomplishment must be within the targeted budget for programs/activities,” COA said.
