Philippine National Police (PNP) Director General Ronald ‘Bato’ dela Rosa is supporting House Bill 5236, a measure seeking to modify the rank classification of uniformed personnel in the Philippine National Police (PNP) by adopting the ranking system used in the military establishment.
Dela Rosa clarified that adopting military rank system will not change the fact that the PNP is civilian in character.
“Hindi naman yun nawawala, pangalan lang naman yan. Terminology lang naman ang nagbago, pero yung civilian in character, ganun pa rin,” he said.
“After how many years ng existence ng PNP, since 1992 hanggang ngayon, confused pa rin ang karamihan ng ating mamamayan about sa pagtawag sa mga official natin,” dela Rosa said in an interview with Super Radyo dzBB.
“Kahit si Presidente natin, sabi niya, matagal na siyang nakipag-deal sa PNP kasi matagal na siyang mayor, pero hanggang ngayon gulung-gulo ang isip niya about sa ranggo. Sabi niya, i-panukala ninyo ang batas na yan, sana maibalik,” he added.
The said bill in the House of Representative is now approved on second reading. It will amend Section 28 of Republic Act No. 6975 also known as the Department of Interior and Local Government Act of 1990.
Under RA 6975, Section 28, PNP officers are ranked as: Director General, Deputy Director General, Director, Chief Superintendent, Senior Superintendent, Superintendent, Chief Inspector, Senior Inspector, Inspector, Senior Police Officer IV, Senior Police Officer III, Senior Police Officer II, Senior Police Officer I, Police Officer III, Police Officer II, Police Officer I.
Under the proposed amendment, PNP officers will be ranked as: Police General, Police Lieutenant General, Police Major General, Police Brigadier General, Police Colonel, Police Lieutenant Colonel, Police Major, Police Captain, Police Lieutenant, Police Master Sergeant, Police Technical Sergeant, Police Staff Sergeant, Police Sergeant, Police Corporal, Patrolman First Class, Patrolman.
