There’s no stopping the PNR Malolos-Clark segment – DOTR

Today, October 8 the Department of Transportation (DOTr) witnessed the virtual signing of Contract Packages N-01, N-02, and N-03 for the Philippine National Railways (PNR) Clark Phase 2, or the Malolos-Clark Railway Project, which shall complete the five (5) civil works packages needed for the realization of this much-awaited railway project.

PNR Clark Phase 2 forms part of the mammoth North-South Commuter Railway (NSCR) System Project, which is one of the flagship infrastructure projects of DOTr, under the Duterte Administration’s ambitious “Build, Build, Build” Program.

DOTr Secretary Arthur Tugade spreaheaded today’s remarkable event, where Contract Package N-01 was virtually signed with the Joint Venture of Hyundai Engineering and Construction Co., Ltd., represented by Director Park David (Dong Wook), Megawide Construction Corporation, represented by Chair and CEO Edgar Saavedra, and Dong-Ah Geological Engineering Co., Ltd., represented by Mr. Kim Kyoung Jin.

Contract Package N-02 was virtually signed with the Joint Venture of Acciona Construction Philippines, represented by Acciona Regional Director of Southeast Asia Ruben Camba and Finance Director Raul Rodriguez, and Daelim Industrial Co., Ltd., represented by Vice President Minsoo Kim, and Mr. Hojin Cho.

Finally, Contract Package N-03 was virtually signed with Italian-Thai Development Public Company Ltd., represented by Executive Vice President Sakchai Puetpaiboon.

To recall, the Notice of Awards for the three (3) civil works contract packages were issued to the winning bidders last 18 September 2020.

Contract Package N-01 covers 17 kilometers of elevated rail viaduct, seven (7) balanced cantilever bridges, and two (2) station buildings in the towns of Malolos and Calumpit in Bulacan and in the towns of Apalit and Minalin in Pampanga.

Contract Package N-02, on the other hand, covers 16 kilometers of elevated viaduct and one (1) station building in the towns of Minalin, Sto. Tomas, and San Fernando in Pampanga.

Meanwhile, Contract Package N-03 encompasses the 12 kilometers of elevated viaduct and two (2) station buildings in the towns of San Fernando, Angeles, and Mabalacat in Pampanga.

This 54-km northern segment of the NSCR System will stretch from Malolos, Bulacan to Clark, Pampanga.

The project will feature the country’s first Airport Express Service, which will reduce travel time between Clark International Airport (CRK) in Pampanga and Makati City from more than two (2) hours by car, to just one (1) hour via the Airport Express.

Also present in the virtual event are Ambassador of South Korea to the Philippines Han Dong-man, Ambassador of Thailand to the Philippines Vasin Ruangprateepsaeng, Ambassador of Spain to the Philippines Jorge Moragas Sánchez, Asian Development Bank (ADB) Southeast Asia Director General Ramesh Subramaniam, Japan International Cooperation Agency (JICA) Chief Representative Eigo Azukizawa, DOTr Undersecretary for Railways Timothy John Batan, Undersecretary for Finance Garry De Guzman, Undersecretary for Legal Affairs Reinier Paul Yebra, PNR General Manager Junn Magno, PNR Chairman of the Board Roberto Lastimoso, Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, and Assistant Secretary for Railways Fidel Cruz.
