President Duterte inspects NLEX Harbor Link C3-R10 Section


President Rodrigo Roa Duterte led the final inspection of the North Luzon Expressway (NLEX) Harbor Link C3-R10 Section, today, 05 March 2020.

Joining the President in the ceremony were Senator Christopher “Bong” Go, and members of his Cabinet, including Executive Secretary Salvador Medialdea, Department of Works and Highways (DPWH) Secretary Mark Villar, Department of Transportation (DOTr) Secretary Arthur Tugade, Department of Finance (DOF) Secretary Carlos Dominguez, and Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno.

The 2.6-kilometer elevated expressway, a project of the DPWH, traverses from Caloocan Interchange, C3 Road in Caloocan City to Radial Road 10 in Navotas City. It will cut travel time from 60 minutes to just 10 minutes.

“Let me assure you that this administration will continue to pursue road infrastructure development throughout the country,” President Duterte stressed.

He then called on “everyone to do their task in nation building,” as the government pursues the objectives of the ‘Build, Build, Build’ program.


Now 90 percent complete, the new expressway is expected to divert 30,000 vehicles daily from traffic choke points in the cities of Caloocan, Malabon, Navotas, and Valuenzuela (CAMANAVA).

Secretary Villar likewise assured that this year will be a turn around year for Metro Manila, ‘This is the year that we will decongest EDSA.’ he announced.

“With this project alone, we hope to relieve Metro Manila of 30,000 trucks, and vehicles. This 2020, by this Christmas, the landscape of Metro Manila will be changed completely because of the vision and the political will of our President Rodrigo Roa Duterte,” he expressed.

The said segment is also seen to improve cargo movement in ports of North and South Harbor in Manila, and is anticipated to unleash the development potentials of CAMANAVA in terms of commercial activities, tourism, real estate, among others.

The NLEX Harbor Link Tollway Project is among the flagship infrastructure projects being accelerated under the Duterte government’s massive “Build, Build, Build” program. DOTR
