The Philippine Fleet welcomed its new Commander, REAR ADMIRAL ALBERTO B CARLOS PN, through a Change of Command Ceremony held on the 5th of April 2021 at the Hall of Flags, Headquarters Philippine Navy, Roxas Boulevard, Manila. The event was presided by the PN Flag Officer In Command, VICE ADMIRAL GIOVANNI CARLO J BACORDO PN.
Rear Admiral Alberto Bernardo Carlos of the Philippine Navy is a bemedaled ship captain and naval aviator, logistics and procurement expert, and accomplished writer. He has been in the military service for 31 years.
He graduated from the United States Naval Academy (Annapolis, Maryland) in 1989, with a BS Degree in Computer Science, with merit. He completed his General Staff Course at the Naval Command College-People’s Liberation Army-Navy in Nanjing, People’s Republic of China in 2008. He also topped and reaped almost all major awards in his career courses to include navy intelligence course, executive officer’s course, and the staff courses.
Concurrently, he holds the post of AFP Deputy Chief of Staff for Logistics, J4. Among the other positions of major responsibility he competently held include Chairperson of the Technical Inspection and Acceptance Committee (TIAC) of the Frigate Acquisition Project, Commander of Naval Combat Engineering Brigade (NCBde), Deputy Commander of the Naval Sea Systems Command, Assistant Chief of Naval Staff for Operations, N3 and Assistant Chief of Naval Staff for Logistics, N4 where he holds the record as the longest-serving N4 under four FOICS where he managed the P50B Naval Defense Acquisition Program. His courage to undertake reforms, boldness to be creative, and competence in the judicious use of resources translated in material savings, benefitting various PN capability upgrade projects while at the same time, generating annual savings in fuel for three consecutive years.
His continuing commitment to handle major positions and collateral duties are driven by his strong sense of professional ethics and public accountability. His steadfast devotion to duty undoubtedly contributed to the realization of the modernization targets of the Philippine Navy and the Armed Forces of the Philippines.
The ceremony was conducted under the new normal environment with strict adherence to health and biosafety protocols to prevent the spread of Covid-19. PHILIPPINE FLEET
