Department of Transportation (DOTr) Secretary Arthur Tugade joined members of the National Task Force Against COVID-19 (NTF COVID-19) Vaccine Cluster led by Chief Implementer and Vaccine Czar Secretary Carlito G. Galvez, Jr. in the Full-Scale Simulation Exercise (SIMEX) of the Cold Chain and Logistics Management of the COVID-19 Vaccines today, 09 February 2021.
Ensuring the directive of President Rodrigo Roa Duterte on the smooth delivery of COVID-19 vaccines when they arrive in the country, the NTF facilitated the SIMEX, from the arrival of the aircraft at the Ninoy Aquino International Airport Terminal 2 to the unloading of the temperature-controlled container boxes, then to the loading of the boxes to the refrigerated vans before it was escorted to the Research Institute for Tropical Medicine (RITM).
During the event, Secretary Tugade emphasized the importance of time and motion in the process of unloading and transporting the vaccines to the storage.
“We have to follow the procedures applicable when there is dangerous cargo. Ang mga kargamento ay time sensitive kaya mahalaga na mabilis,” Secretary Tugade said.
Participating in the SIMEX were member agencies of the National Vaccination Operations Center, selected public and private healthcare institutions, and third party logistics providers.

Lorenzana, NTF Deputy Chief Implementer and Chief Testing Czar and Bases Conversion and Development Authority (BCDA) Chairman Secretary Vivencio Dizon, Inter-agency Task Force (IATF) Chairperson Department of Health (DOH) Sec. Francisco T. Duque III, Department of Interior and Local Government (DILG) Undersecretary Bernardo Florece Jr., Bureau of Customs (BOC) Commissioner Rey Leonardo Guerrero, Philippine National Police (PNP) Chief Debold Sinas, Armed Forces of the Philippines (AFP) Vice Chief of Staff BGen. Erickson Gloria, and Metropolitan Manila Development Authority (MMDA) General Manager Jojo Garcia.
Also in the event were OTS Administrator Undersecretary Raul Del Rosario, Manila International Airport Authority (MIAA) General Manager Eddie Monreal, and Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco. DOTR
